After a partial usage of my Portable Power Outlet, should I recharge or should I drain the battery to 0% before recharging to 100%?

All batteries are built to handle a certain number of charge cycles. Essentially, a charge cycle equals one full discharge down to zero percent and then a recharge back up to 100 percent.
